Ayson Schafer advises to wait until they are 3 or older. She says "if you start at age 2, theyl'l get it at age 3....and if you start at age 3 they'll get it at age 3" tried my son at 2.5 but it didn't work so now that he is 3 I will be trying again. 7 months is a long time, how frustrating!
I tried what "Babycenter.com" recommended, they have great suggestions.

That happened in our house when our son was a little stressed about a change in our family situation. We didn't make a big deal out of it - simply ignored it and celebrated when he did have a pee on the toilet. It was annoying because there were loads of dirty undies... but, like with most things, this too shall pass.!!

It sounds like he is having a power struggle with you. I would be inclined to let him have the accidents so that he understands what it feels like when he has to go!
